That's why we still use mostly the same models since Gen 6, because they were intentionally made above 3DS spec to be able to be used in future games.
The fact is, there is a point where feature bloat is simply unmanageable. Everything you add has to be sure to interact with everything else that exists in the game correctly. That's not to say "bro they can't have these items", they could, but both time and, yes, money, are finite.
This is to say nothing of diminishing returns. Consider something like Sun and Moon. That game had a Pokedex with 300 native Pokemon. At the time, the complete national dex was over 700. This means effectively every single possible feature and aspect of that game has to essentially have MORE THAN double the standard overhead for testing and compatability, for what? For something the large majority of your audience will -never ever see-.
I say this as someone who has an ace that has been with me for 15 years - most of the audience does not care that strongly about transfer. A massive, massive portion of the audience just buys the games and plays them through and then stops. Some people don't even know transfer exists in the modern games.
