I can imagine psychic types being age prohibited because any, especially one like Gardevoir that wants a psychic bond, could have an affect on the development of a human child. Not a good idea to mess with their heads. As well, they have special emotional needs.
Koffing or Grimer, and their evolutions, could be unintentionally dangerous to others. Can't just have them running about freely.
