For Onix's weight to be accurate, his rocks HAVE to be hollow, and if they're brittle too (the 'dex entries imply it takes hundreds of years for them to harden to a Steelix-like diamond level if a metal coat isn't used) it would make sense that Onix actually holds back when physically attacking to avoid damaging itself. There are all sorts of materials that, when struck from specific angles, can withstand retarded amounts of force, but otherwise easily shatter. Steelix and Mega Steelix have fat attack stats, fixing their flaws through materials science 101.
