You may wander into a forest and find a Grass Type Vulpix that came into existence because of their parents typing having an extreme effect on the offspring's very being. Its **very rare** though to find something like this in the wild. In fact "Shiny Pokemon" in this world is basically a catch all term to describe Pokemon that are different from the others of their species. You could find a regular looking Pikachu that knows Water Gun or a Lucario that has Steel Typed Bone Rush instead of ground and these would be seen as 'Shiny Pokemon', the skies the limit.
Some of these changes can be done artificially, in fact that's the most common way you'll see these considering how rare it is for this anomaly to occur in the wild. Type Experts (Like Gym Leaders) and Magical Elemental Trainers (Like Aura Guardians and Psychics) could augment their Pokemon with a different type and even change the typing of a move the Pokemon has. This is very taxing for the Human and they can really only do this a few times in their life, but its very popular and strengthens the bond you share with that Pokemon. As an aside you cannot force this onto them either, they have to want to do this.
