The real sad thing here is that (a) it was landed with a visually disappointing evolution and (b) it basically has to operate without an ability. It doesn't get any viable recoil attacks to make use of Rock Head and Reckless, and Lightning Rod is only useful in Doubles and doesn't have any synergy, since Rhydon is already immune to Electric attacks and it buffs the wrong offensive stat.
I feel Rhydon would be a force to be reckoned with if it got abilities it could actually use. Solid Rock for example would be great for Eviolite sets. And access to moves like Head Smash and Wild Charge would make it's recoil abilities useful.
