Plusle and Minun are the starters for the protagonists, the games heavily feature Groudon, Kyogre, and the Regi Trio, and Solana appeared in-person multiple times in the RS anime. It's in the transitional period, but calling it Gen 4 would be like calling the Orange Islands Gen 2.
