It's been several weeks and threads but I'm back. School got me. I'm finishing up my last exams now so I have time again.
New rule regards trade evolutions. Basically if there's no previous form, the Pokemon must be level 35 to evolve and if there is, it must be 12 levels higher than the level it evolves at normally. This is just to prevent bullshit like lv16 Alakazams making the game too easy. Speaking of trade evos, I decided to allow them for the champs clause. This means I can catch Pokemon like Haunter and Graveler because I was unable to get their evolved forms previously as long as they ultimately become their final form. I can catch Seadra in RSE because it can become a Kingdra but not in FRLG because it can't (normally at least).
As for Ruby, fortunately the game is very generous with balls. Way better than GSC. I caught a bunch of Pokemon but none could really help me much for Roxanne. My best bet was to train Lupa up to the cap and spam Sand-Attack and Bite. I got bored grinding (as I always do; 3 hours is way too much for the first badge imo) and went in at lv14 but as it turns out the combination of flinching and misses left Lupa without being hit.
Also added some character to the team members, why not?

at least in gen1>>43628388Maybe I'm actually bad at Pokemon but Johto isn't super easy. The level curve is very low and that can make things easy but there are several bumps along the road. Rival 2 can fuck you if you don't have a decent counter (which at that point there aren't many). Whitney and Clair are infamous. Team Rocket doesn't seem bad because of low levels but everything explodes. I'd also say the remakes are harder due to modern mechanics, better movesets/items... even some gyms are higher leveled.
That said, sorry for your losses. Hope Heracross serves you well.
