We know that he was in Area Zero in search for it. I think it's possible that Rakua IS indeed in the crater, but very, very deep down. I saw another anon say that the metal plate might depict its location: The long top triangle is the crater, with some fucked up shit happening in the middle, and the bottom triangle is Rakua.
So what is Rakua exactly? We already know that Area Zero is called "atlantis" in the internal files. Additionally to that, the games makes a few references to ancient civilizations. I'll list them

Anyway, so there's definitely hints towards a hyper advanced ancient civilization. The metal plate itself as well, modern tech can't even scratch the thing.
To tie everything together: What if the people of Rakua used Terapagos to create their ideal paradise?
We don't know what Terapagos does yet, but the Blueberry Academy somehow made the Terarium (note the name) by terraforming entire biomes. Could they have used Terapagos for this? What if it's power is not creating things, but rather altering things with the power of the crystals?
