Benevolent? You bet your sweet biffy. As long as everyone is true to each other and kind, the Great Dragonite would be content and helpful.
One week out of the year, the Great Dragonite picks a town and a celebration is held there. A shrine is erected and a general festival takes place. The point of the festival is compassion for fellow beings, human and Pokemon. If someone wrongs another, in a meaningful way, during the festival, the Great Dragonite takes a few minutes and flies the person far away. It's not sure what happens to them.
The other Pokegods are on decent terms with them except for
