If you're being stationary, you'd STILL want to be in a position where most foes can't easily reach you while you wait for your the trainers' order, and you'd sure as fuck want to match the foe's tactics of being in the air if you're facing another flying foe.
This is completely disregarding the fact that battles are not LITERALLY the Pokemon standing and facing each other, that's just an abstraction or the sake of the battle scene.
