Goh is a better character than Koharu and his episodes across the board are better than hers.
He's more energetic than her, more driven than her, has more lively interactions with other characters and Pokemon, has an actual relationship dynamic with Ash, and a sensitive, emotional personality. Episodes dedicated to how Goh feels and reacts to things are bound to be more entertaining and offer more insight and development for his character than your average Koharu episode does for her.
I think the general's hatred for 'Goh filler' and hype for 'Koharu episodes' is very disingenuous given the former often delivering adventure, Pokemon, and insight, as well as progress to Goh's goal, where the latter is usually a dull cabal of Eeveelution exposition, where Koharu, mouth agape, gets into a conundrum that Eevee solves by copying an Eeveelution it met earlier. Koharu lacks a goal with tangible progression, she lacks any fun friction she once had with the boys, and she lacks variety.
The real reason people deride Goh shit and love Koharu shit is because they perceive Goh focus as a threat to their Ash formula, where no other boy Ash's age should be developing and thriving, whereas Koharu is yet another seasonal girl to drool over regardless of the fact that everything that once made her prospectively interesting has disappeared for an Eevee story.
