TPCI does because it's popular as fuck and its merch sells like Hot Cakes, but Greninja is the only shillmon that no one in the staff has as a favorite, so there's no nepotistic reasons to push it everywhere, and it actually gets cucked fairly often.
I can easily name at least 5 other pokemon that are much more shilled, and the common denominator between all of them is that the staff has admitted to having them as favorites. It's much more important for a shillmon to have staff bias, because that means they'll promote it no matter what. If they don't have it as a favorite, there is no incentive to do anything with it, that's why all that Greninja has had has been a product of third party interests in Greninja instead of GF interests: Sakurai and TPCi (as supervisors of the Anime crew) where the ones that shilled it, but i'm pretty sure GF doesn't give a shit about it.
