In general a lot of Pokemon in each generation especially nowadays fall into lower tiers for me so this is about on average for a generation if a bit more negatively geared than others, that being said, this and Gen VI are the only generations where there's just 1 S-Tier Pokemon imo, in Gen VI it was Gourgeist and here it's Cramorant, that being said if Silicobra, Thwackey, Gossifleur or Rolycoly had evolutions that retained their general appearance and theming rather than what their actual evolutions did I would probably regard said evolutions as S-Tier.
