There's a huge difference between catching a pokemon the same level as your starter and trading over an overlevelled mon from a different game. If you encounter a pokemon, you should be able to catch it.

And you're right, it's not as easy as just copy+paste from before, but it's a hell of a lot less than what they had to do for X and Y.
This is their sixth 3D game, and their second game on the Switch. It was meant to demonstrate what the next evolution of Pokemon was supposed to look like, and it just fails in my eyes.
