https://www.models-resource.com/3ds/pokemonxy/Those downloads also includes textures, which is nice because you don't have to bother with extracting textures yourself. I can just pack them myself. Each pokemon consists of a few different textures so it'll be a bit of work for each. You don't really need any 3D software to work on it, because ideally you will just be palette swapping things as opposed to re-painting the model. Photoshop CS2 should work fine if you are familiar with it.
