As if their shit accuracy wasn't bad enough. But at least it was a reasonable compromise for the power. They were supposed to be the ultimate moves when they were introduced, but now they're even more outclassed by Thunderbolt, Ice Beam, Surf etc.
AFAIK they don't even have a higher chance to inflict status except maybe Thunder?
