It makes sense, I think, that for people that do not have the means to take care of certain Pokemon, be it that they have too many to a team, they're going somewhere that won't let them take certain Pokemon, they live in a place where larger or more active Pokemon wouldn't have a good environment-- whatever the reason, there are places like the Vonderheide Ranch where they can be kept and looked after. In addition to just feeding, housing, grooming and such, like most ranches, Humbert also offers to train someone's Pokemon while they're at his place, to keep them fit, help them adjust in some regard, or teach them new moves.
