Bulky support is not stall unless it has either usable traping strats, or decent heal/status options. It's the same reason you woulnt say torkoal is stall
*Attention to the words "usable" and "decent", it doesn't matter if it has shit like sand tomb. Rest is often not consistent, rare on sets and easy to play around
