Anthro is an analgamation of human and pokemon, a weird mix between the two. Essentially, a furry human.
If the Pokemon normally quadraped is presented as biped; With: Human qualities such as human hands/feet, its anthro.
However, if the quadraped is presented biped, wearing human clothes, this doesn't make it anthro.
The arguement could be made for breasts, however this isn't an issue with typically bipedal Pokemon such as Gardevoir, Melotta, etc.
As stated before, its a grey area that relies on the knowledge and eye on the staff, and /vp/ is a bit of a special place when it comes to animal based things, because Pokemon are pretty much just colorful animals.
And if you are staff here, its recommended to you understand the fine line between "Ah, that's certainly anthro" and "That's not anthro, its a Pokemon in an outfit"
I had this same talk with the staff box on /v/ who couldn't tell pants seam from vagina.
The reason why understanding the grey areas, is because /vp/ is a special place. If tits on Pokemon are no good, then Titedvoir and the like are not welcome. If human hands/feet are allowed, then we're no better than
