The Mew distribution events just didn't exist.
And that sucks hard.
Nintendo did fuckin nothing in regards to distributing Mew in the US to actual kids who bought and played their games, and I think that's fucked. They did nothing for YEARS. Gen I, II, III, they did the bare fucking minimum. In your post you even said you NEED a gameshark, and that's dumb as fuck.
I SHOULD be able to get Mew in an accessible fashion, and Nintendo did no such thing.
So FUCK them.
Also now it's impossible to get Mew legitimately if you have old game cartridges. That's double fucked.
