Design means jack shit when screencaps like this exist, when Masuda has said that there’s no distinction between Pokémon and when the fucking series itself pairs it with Glaceon and Lopunny in a fan service shot. It exist in a framework where there’s no difference between it, a pidgey or lucario as they’re all Pokémon. This is like crying that Superman isn’t an alien because he looks human, everyone is going to think you are a lunatic. Likewise Gardevoir is part of a animal-heavy framework and it exist as part of that framework.
