Its designed to cover every possible situation so they can't be sued and so cover their own asses. The corporate world is a war of words, legislation and image, not logic and truth. Its sad, but that's the way it is. If there's any loopholes in that guidebook, it could result in an external company doing something that damages Nintendo of any of its affiliate's reputations.
With so much risk at stake, they NEED to make these guidelines so crystal clear they can be understood by retards, because in the case something, anything, fucks up defense lawyers could damage a lot of people's reputations and jew them out of millions.
