The second Gym leader uses >>>>>>>>>Bug types, there's no way he could even be close to threatening unless he had a bunch of Bug Pokemon like Bug Catchers sometimes do.
And even then, it's not like I gave him Bugs that would possibly give you a run for your money unless they were even higher leveled than when you'd encounter Misty, so he's still completely fair.
