Bewear is a bear, within the Pokemon world. However, its design is based on a mascot - pic related. Mascots are a huge deal in Japan, as well as America and outside of that they can be seen in theme parks and sports games.
Everyone in the world knows what one is so not getting it is instantly admitting to being a retard.
A Pokemon is designed with the intention of serving as a representation of aspects from human culture that a child would encounter on an adventure.
Hawaii is a popular holiday destination, it is also home to colourful wildlife. Insert mascot bear. The Bear not only represents mascots - large, looming humanoid figures that hug people and appear friendly, yet have a creepy uncanny quality - but also represents the dangers that wild life represents as many dangerous animals are either attractively colourful, or are presented as friendly in children's media. Bewear takes advantage of all of this and wraps it up in one, neat package and all of that is alarmingly obvious at half a glance.
Additionally the mascot itself, that the bear is, is a maid-red panda thing. But we won't go too far into design analysis because you're clearly struggling to get the top layer in.
