Even without knowing anything about the behind the scenes of the BW --> XY transition and the whole run of XY it's clear that the people actually making the series wanted to do X, Y and Z but were only allowed to do so much of it. They were constrained in what they were permitted to do by those above them. The mere existence of the romance element comes to mind.
