Up to now, all stage 1/2 Pokémon that did well in the meta had something unique. Gardy/Gardy ex and Blaziken/Blaziken ex had a nice combo in the same evolution line, Ludicolo DX/Magcargo DX could search for any card, Gyarados SF, Beedrill GE, Machamp SF, Jumpluff HGSS, etc had interesting, unique attacks, Magnezone Prime had built-in drawpower, and so on. In order for stage 1/2 cards to be playable, they need something to set them apart from that era's big basic 'mons. PCL needs to realize that stage 2's can be more than the support cast for EX's once again and print cards accordingly and, to be fair, they're on the right track in XY and Flashfire.
