Make Hail give some sort of buff to Ice types
Create a move which can reliably inflict Freeze, and increase the chance to inflict Freeze for a few existing Ice type moves
Most of this should practically go without saying. I am almost convinced that GF simply hates the Ice type and wants to keep it down on purpose. Why in the fuck else would every other Weather give buffs to their users except Hail? Why can every other status condition be inflicted by a status move except Freeze? Why are there powerful damaging STAB moves which can inflict Burn, Poison and Paralysis with a chance of 30% but Freeze gets capped at 10%? It's as if they are shitting on Ice deliberately by making everything Ice related plain worse than its counterparts from other types. And that's not even getting into how utterly terrible the type is defensively, and yet most Ice mons don't get the stats they'd need for any sort of offensive presence, having them be slow shitmon instead.
