Its dark fur is actually a symbiotic fungus that feeds on its natural radiation, making it safe to own (though maybe not handle for long periods of time). Maybe it's Ability can be something that prevents poisoning. It evolves into Stage 2 through leveling up near others of its kind (maybe it tracks EVs, or requires you have one or two others in your party) or near an overworld element (maybe a powerplant or something).
Stage 2 is more of an actual bear, and in addition to its dark/grey coloring, takes in blue motifs, as a reference to cherenkov radiation. It has gone critical due to exposure to its own kind, but it's not exactly about to go nuclear - Its unique Ability gives all moves the slight possibility of inflicting poisoning, which is how it burns off excess radiation.
