Do you know how hard it is to draw? How many years of effort it takes just to get slightly above competent? If someone only casually dabbles in making OCs, or is new to it, you think they should be forced to teach themselves art just to have a picture of their OC? Are you serious? Do you lose your shit when someone posts a picture of a character made in a character creator?
If someone finds an artist they like, who they think can effectively put their idea on paper and make it reality, they have every right to commission them and nothing is wrong with that. The artist gets to buy food, the commissioner gets their character, everyone wins.
