Honestly, I can't tell. It's so neutral looking, it can easily fall into each gender and I wouldn't really notice anything saying otherwise unless I'm missing some incredibly minor detail here or would I really mind it. While with the other two, my mind simply drifts into Incineroar being a "he" and Primarina being a "she" almost instantly, which would require a bit more mulling thinking of them as their contrary/opposing genders (meaning, it wouldn't be a instinctive reaction contrary to the genders my head seems so keen in giving them by simply glaring at them). Primarina due to its slender, cutesy look and Incineroar due to its burly tough look. Since Decidueye neither falls into none of these spectrums, I guess it's harder to pinpoint a "gender" on it, even though I do admit using "him/he" rarely when it slips, but trying to call all three "it", which seems a bit more daunting/tricky with the other two.
