What defines a "gen" is not target hardware, region, compatibility or anything.
What defines a gen has been staring us in the face all the time.
What defines a gen is STARTERS.
If we get a new starter trio, then it's gen VII.
If not, it's still Gen VI with some extra pokémon added mid-gen, just like legendary alternate forms were introduced mid-gen as well.
So, having no info on the presence or absence of starters, we can't tell right now if it's Gen VI or VII.
