I feel Deciueye has the most potential for a fresh moveset, the thing Sakurai looks out for the most. He's also very marketable, plus his Final Smash can be his Z-Move easily.
While I do think both Incineroar and Decidueye have a shot in Smash 5, I think Decidueye comes out on top if there's only one choice. The only reason I could see him not getting in is if they choose a Gen 8 mon, but that's another can of worms.
