You need at least 3 copies of a card before you can buy flairs (you can't spend the first 2).
You have to buy the flairs one-at-a-time to unlock successive flairs in the shop.
So if you want 2 of the first flair you need 4 copies (2 to wear the flairs and 2 to buy them),
if you want 2 of the second flair you need 5 copies (2 to wear, 1 to unlock, 2 to buy),
if you want 2 of the third flair you need 6 copies (2 to wear, 2 to unlock, 2 to buy),
and if you want 2 of the fourth flair you need 7 copies (2 to wear, 3 to unlock, 2 to buy).
Note that the flairs ARE NOT NECESSARILY IN THE ORDER SHOWN IN MY PICTURE.
They could be in the order 1-2-3-4, 1-3-4-2, or 1-4-2-3. It's a random order but it's the same random order for every card on your account.
Most full art cards (not the promo Venusaur) start with all flairs unlocked for purchase but the order is still "randomized".
You can take advantage of this to find out what order your Venusaur flairs will unlock in (to know how many copies you'll need).

Animations are only visible in battle and you can't run more than 2 copies of a card in your deck so there is no point in buying more than 2 copies of an animation.
(e.g. you could buy more than 2 copies of a decal to show them off in a binder.)
