At this point I think the real power of the Indigo Disk is being a disk of information.

Maybe the thing with Heath is that he dreamed or straight up invented the idea of the paradox pokemon and once he came into contact with Terapagos (maybe happened at same time) this information was stored into the "tera crystal web", which is what allows Sada and Turo to create the tera-powered-machine that uses this idea to pull off what they believed to be ancient/future pokemon.
