Because the game literally is not designed around the use of the circle pad outside of the sneaking mechanic and soaring which I admit I forgot.
Using it outside of those will either result in a loss of speed because you have to slow down when making corners or lining yourself up with something.

One, because the DPad offers quicker movement at top speed at all times as well as the option of cutting corners easily.
Two, because there's zero frames between changing direction so where the Circle Pad would move in a bending shape the Dpad would make shorter and snappier movements without the fiddly nature of the Circle Pad.
Oh and I've never seen a speedrunner suggest using the circle pad ever because it goes against the whole idea of speedrunning.
