"When it comes to which is greater, Board-->Global Rules": It's not so much of a "Which is greater" but rather a logic switch of on/off switches.
Essentially: The Global Rules are always in effect, these are foundationals. Then board rules are additions or exceptions to those rules, "e.g. No pones allowed (Global) --> Pones allowed /mlp/."
Always assume that Global Rules are in effect, because they are, but know your own board's exceptions and cultures, as well as its "Grey Lines"
Regarding vp rule 2, follow Global Rule 3/5.
Rule 3 clause c: No furry/anthro.
In the past, the interpretation of this was "No anthro whatsoever outside of /b/" however, the modern interpreation is no furry/anthro porn outside of /b/ (not including trash).
vp rule 2 is more so to catch the remaining clauses of GR 3, no racism, trolling, guro, shota/loli/GETs, as GR5 is simply "Don't post NSFW".
It's Pokemon, so the source material is usually pretty furry, and that's why the interpretation changed from "No anthro/furry" to specifically "No anthro/furry porn."
Still, its ultimately up to staff personal tastes however, as they are free to interpret as they see fit.
We here at /vp/ are rather fortunante, because our staff box is rather relaxed in its interpretation of the guidelines, with the only thing really unacceptable at the current time is "Direct porn, rp'ing, spamming, complaining about staff box, guro, CP, and doxxing. (They really hate doxxing, and will punish anyone for even joking about it)
Long story short:
The interpretations have changed, and due to the relaxed nature of /vp/'s staff box they are likely to go with the new interpretation rather than the original.
