Every card credited to Ken Sugimori as an illustrator is just stock art put on a background with effects added to make it not look like the fucking lazy filler art that it is. If you think you find one that isn't, bad news, you just haven't seen the source art for it.
Even the trainers that clearly look like he drew everything including the background are still just stock art, the only difference is that some of it comes from official Japanese Strategy guides.
