In Ruby and Sapphire the guy at the gym says "you beat Wallace, who was supposedly the best in all Hoenn!" which indicated his true power. In Emerald he became the actual Champion in place of Steven who went off to his cave. Steven is definitely the "true champion" of the region but Wallace has a place in the lore and story as champion too, even in R/S.
I heard one theory that Emerald took place at a different time than R/S, so Wallace became the Champion at that time or something, and the frontier was open.
