If we are ranking all the broken mons in order from worst being # 1
1st Pre-nerf Sylveon
2nd/3rd Pre-nerf Blastoise
2nd/3rd Pre-nerf Dragonite
4th Pre-nerf Tsareena
5th Pre-nerf Greedent
6th Pre-nerf Gengar
Tsareena was worse than Greedent because Tsareena obtained kills for days/resets. Yes Greedent was annoying as fuck and basically unkillable, but it was not dishing out kills/high damage as much than what Tsareena was doing. More kills is better than being unkillable and Tsareena took the cake with that over Greedent.
Lucario is not on this list, because he will always be viable/broken in 1 form or another.
Sylveon bullied the shit out of every player at lv 4, making the other team heavily under leveled. The only real counter was Sylveon vs Sylveon on who shot 1st.
