Does holding power items reduce the chance of encountering Pokémon that give its respective EVs?

like holy shit I can't just be this unlucky, I've been 15 minutes in route 1 without encountering a single Pikipek when holding a power bracer. Meanwhile if I want to get HP EVs and use a power weight instead I'll get no Caterpie and five Pikipek in a row. It was happening in SM but it's fairly more noticeable in USUM. I'm starting to have the conspiranoic idea they do this on purpose without telling anything about it, to make people who EV train spend more time on the games.
