Is the level balancing in kanto bad? sure. does that take away from the experience? noThe fact that the level balancing in Johto was also bad, however, absolutely did take away from the experience. As did the piss-poor Pokemon distribution, the horrible distribution of new Pokemon, and the fact that virtually the entire gen was shitmon rejects from gen 1 that you probably wouldn't want to use anyway. Compound all that with the fact that gen 2 introduced the worst gimmicks in the series and featured the worst metagame by far and you've got a recipe for the exact opposite of a "masterpiece".
People like to bitch about gen 6 because it's new but I thank my lucky stars every day it's not gen 2.
