Kyogre would be neutral to one STAB and resistant to the second one. Groudon would fucking weep against Kyogre's STAB.
You could argue that primal abilities should reduce Water/Fire moves' power to 1/4. That way Groudon would be neutral to Water while Kyogre would be neutral to Ground.
I always preferred Groudon anyway :^)
