You could argue that because he came with his ordinary clothes on he had some form of identification on him, but that's the type of overreach that makes fan theories less valid because it does the writing on behalf of the game.
In truth, Ingo's presence and Rei/Akari's overwhelming physical similarities to Lucas and Dawn are more than sufficient in suggesting that the PLA Protagonist is the same character as the DPPt/BDSP Protagonist. This may in fact tie into why the two games were released so closely together. Explicitly stating it isn't really necessary and it gives fans more things to talk about.
