In singles it still needs defensive evs in order to survive some of the meta threats and remember, triple arrows can still flinch or crit completely rendering the cat null. You could Tera dragon but what does it say to me when you need to tera specifically to counter one mon :). But Decidueye can also tera fire, water, fighting or anything and Incineroar s chances are out of the window.
At best this match up is a draw but triple arrows does lean the odds in decidueye's favor
