What if in Decidueye's case, since its quills are plant-like, the quill grows into the shape of an arrow when it needs to, but otherwise it's just a normal quill? I imagine the same scenario with Samurott, where it's just a small chunk of keratin on its arm until it needs to grow into an arm-length sword.
Nothing to sheathe if it's not even a weapon yet.
