Because it's just meant to "help" Japanese kids learn English; in that case, it was by showing Japanese episode scenes and then 4kids's counterparts (as bizarre as they may seem as a method for translation, give that 4kids was always loose with the translations). In this case, it's by showing a Japanese version of the song, then it in English, and then it in Japanese, hoping Japanese kids will be able to learn English by comparing them.
By contrast, TPCi does not presume that their target audience (~9-year-olds) has any use for learning Japanese, or at least certainly not to the extent that Japanese kids have a use for learning English.
