Regular Evo's for old Pokémon are a thing of the past. Thats what Gen 4 was for. To give boosts to older Pokémon through evolution.
And Gen 4 is nearing 10 years old. That's how long its been since GF gave a damn about Evo's to old Pokemon (except Eevee obviously)
