These people took the same models GameFreak was given and gave them unique, meaningful, and badass animation to fit their personalities and attacks. GameFreak just has them bounce in place with one particular animation and then lets the particle effects do the rest.
"But GameFreak doesn't have the manpower to do animations for every Pokemon like that!" Then hire more people? Especially people who are passionate about Pokemon, of which there are plenty. Surely the company producing games of the most profitable franchise in the world can afford that, right?
And if they can't, well then we have to start asking some serious questions about how GameFreak is managed and where all of the franchise's profits go.
