Sylveon eats a Topsy-Turvy on the switch, at which point the entire team will be -6 everything. and you are now free to switch to whatever you want.
It's not even the only counter. Scolipede has a massive weakness to priority before it puts up the substitute, and any competent player will break it before the boosting even starts.
