The Groudon/Kyogre parallel means neither of them can be fully dominant/submissive, at least not in stereotypical expected ways. In most ways they've got a standard heterosexual relationship, but in other ways their roles can get a bit fluid. In the end I think they're always just arguing (just affectionately)
